The Singapore Sailing Federation appointed new executive committee members to lead the way forward

The Singapore Sailing Federation welcomes new president and vice-presidents
The 59th Annual General Meeting of the Singapore Sailing Federation on 26 June 2025 marked a change of guard.
Dr Lincoln Chee announced during the 59th Annual General Meeting that he was stepping down as president of Singapore Sailing to allow his successor the longest possible runway towards the 2028 Olympic Games in Los Angeles.
Following the AGM, the newly-formed Executive Committee appointed Mr Stanley Chan, who previously served as the deputy president, as interim president and Dr Chee as the second advisor.
At the AGM, Dr Toh Liying was elected as deputy president. Liying started sailing the Optimist class at the age of 10 when she joined sailing as a co-curricular activity in Tao Nan School. She came through the National Optimist Sailing Scheme and got into the national squad at 12 years old. Subsequently, she sailed the 420 and won a bronze at the 2001 Southeast Asian (SEA) Games in Malaysia, and a bronze at the 2002 Asian Games in Busan, South Korea.
Liying went on to compete in the 470 class after the age of 18 and won a 2005 SEA Games gold in the Philippines. She then represented Singapore at the 2008 Beijing Olympics. She also coached sailing at Victoria Junior College for five years, where she helped the school clinch multiple titles. Liying is currently practising as a consultant paediatrician in the Children’s Emergency at KK Women’s and Children’s Hospital. She is married with two young children aged eight and six.
Mr Harun Talikov was also elected a vice president. Harun is a wingfoiling, kitesurfing and kitefoiling trainer. He took part in freestyle competitions with Kiteboard Tour Asia and joined the Tour as a race committee member and freestyle judge. Harun was also part of the Tour’s youth development programme, Kite for Kids, which was successful in Thailand, Vietnam, and the Philippines. He is currently a cloud manager at Johnson & Johnson.
